Tier licensing
Every verified order produces an encrypted license key and an Ed25519-signed entitlement token. Tier, features, limits and languages come from the immutable order snapshot.

The command must finish without syntax errors. Health reports database ok, signing key configured, and every HTTPS domain returns TLS result 0.
